Dr. Buthaina Abdulla Bin Belaila is a distinguished Consultant Family Physician and the Head of Non-communicable Disease & Mental Health at the Ministry of Health and Prevention. She is a graduate of the Women Leadership Program and the Government Acceleration Program.

Dr. Bin Belaila served as the Deputy of the National NCD Committee from 2016 to 2024. She played a pivotal role in launching the UAE National Master NCD Plan (2017-2021) and its updated version for 2023-2026. In addition, she is the Deputy of the National Cancer, Cardiovascular & Diabetes National Plan.

She is the UAE Focal Point and Leader of MAY Measurement Month and the UAE Focal Point for NCD in WHO-EMRO. Dr. Bin Belaila spearheaded the Prediabetes National Campaign and the National CVD Campaign. Her contributions to the field include publications on NCD accountability and an NCD case investment study in 2020.
